Calling it a third blind is effectively correct.

The player must say he is going to straddle before the cards are dealt. Therefore it becomes a compulsary bet for him (even if he gets poor cards).

It is different to 'raising in the dark' for one main reason. That being, with a straddle you will be last to act pre-flop.

So, with 'raise in the dark' if your opponents flat call, you would not get another chance to bet. However with a straddle you become last to act (ie if they all flat call, you can still raise "again" pre-flop). This is the key factor which makes it more of a "third blind" than a "compulsary raise".

Dont get the "last-to-act" part confused though with being last to act post-flop. A straddle bet is still out-of-position (in exactly the same way the Big blind or an UTG raise would be).
